愛護動物協會被質疑未查清楚時便將家貓人道毀滅。

【本報訊】一直標榜不殺生,宣揚愛護動物精神的愛護動物協會,被指無理人道毀滅一隻只有一歲多的已報失家貓,貓主指其愛貓掛上刻有主人聯絡電話的名牌,她批評愛協未追查清楚便人道毀滅其愛貓,感到十分憤怒。
被愛協人道毀滅的家貓叫Athos,其主人陳小姐稱,牠於一月十二日失去蹤影,她便立刻向漁農自然護理署報失,直至上月初得悉該署早於一月十六日已將Athos轉送愛協,但愛協人員向陳小姐表示已將Athos人道毀滅,但並無交代詳情,只稱該貓具攻擊性,愛協並無該貓報失紀錄,故把牠人道毀滅。
陳小姐指,Athos為一隻已絕育的雄性家貓,其頸掛有刻上主人聯絡電話的名牌,她不明白為何愛協不主動聯絡追查有關資料。

「埋唔到身咁點打毒針」

她憤慨地說:「如果話埋唔到佢身,咁點解又可以幫佢打毒針?愛協嘅獸醫都係處理動物嘅專家,點會唔識安撫一吓隻貓?如果佢哋稍為有愛心,可以幫隻貓打輕劑量嘅麻醉針,咁就可以睇到名牌資料,搵我哋。」她批評愛協有關制度有問題,並投訴處理事件的愛協人員態度不友善。
愛護動物協會發言人回應稱,這是一宗不幸事件,因為Athos主人並無向愛協及警方報失,而且貓隻毋須植入晶片,加上該貓當時情緒非常激動,具攻擊性,愛協人員一直無法「埋身」,最後惟有把牠人道毀滅,愛協提醒遺失寵物的主人應立刻向愛協、警方及漁護署報失,愛協一般只會保留有關動物四日,若無人認領,該協會惟有人道毀滅。

致香港愛護動物協會[Society for the Prevention of Cruelty toAnimals (HK)]執行總監Steven Calpin簡仕平先生公開信內容大綱:

今須寫這封信令我們感十分遺憾,而我們懇切希望一切官僚式的搪塞能夠止於愛協的簡仕平先生本人。事關一隻倍受人疼愛的貓兒Athos,被愛護動物協會殺死了。

Athos是我們細心照顧,絕了育的雄貓,牠倍受人 疼愛。就算是專業的動物護理人員也可能犯錯而認不出絕了育 的雄貓,但Athos牠的一隻耳邊是已被剪割的。Athos是我們照顧愛護的貓兒,牠頸上戴著我們給 牠的紅色頸帶,帶上還掛著鈴及名牌,不銹鋼的名牌正面刻上“Athos”的名字,背面刻上 我們的電話號碼。

簡仕平先生的員工承認Athos當時頸上還戴著我們給牠的這條紅色頸帶,但是愛協的人員在殺Athos前、後都不屑來電。

根據漁農自然護理署的記錄,愛協是清楚知悉 Athos“被捕捉的原居地”,我們的手頭記錄有漁護署於2006年1月16日轉送Athos到愛 協的檔案編號。愛協聲稱Athos“被捕捉的原居地”不是屬於愛協 的“貓隻領域護理計劃”(“CCCP”)。我們不是很理解這與整件事又有何關係,但這似乎 對愛協而言是相當要緊的。在紙上,愛協的“貓隻領域護理計劃”(“CCCP”)看似不錯,但在實踐應用上似乎限於小圈子運作且到了與愛協的崇高目標背道而 馳的地步,甚至已達摧殘的程度。

愛協告訴我們,愛協的正常程式是收留動物4天才會進行殺滅。請問這與您愛協2002年8月推行的“NO KILL POLICY(“不殺之都/仁愛之都”計畫)”怎相符合?

過去我本人曾因為嘗試與愛協溝通而感到十分灰心喪氣。事關我們向 愛協“報失”我們一隻遺失了的動物,與愛協的電話對話將近整10分鐘是查詢我們動物的體 積、顏色、性別、遺失地點等等等,然後再說“愛協不能夠告訴我們”這隻遺失了的動物是否在愛協,我們必需先行報警,愛協才會向我們透露任何信息。這不是一 件警方要處理的問題,警方手頭上有很多的罪案及人命關天的事情要辦,已經是難以分身,而我們這問題只是想知道遺失了的動物是否就在愛協?

您愛協經常強調一個“NO KILL POLICY(“不殺之都/仁愛之都”計畫)”,您更同樣在2006年2月24日愛協網頁上刊載“Request to STOP Euthanising Healthy HomableAnimals要求停止人道毀滅健康及可被領養的動物”的新聞稿內重申此愛協精神。再者,您在網頁上更聲稱:“Animals are living creatures which like humans, areable to feel pain, hunger and thirst. We should not inflict any sufferingupon our fellow creatures just because they can't speak. 動物和人類一樣是有感覺的生物,同樣會感覺饑餓,口渴和痛楚,人們不應該以動物難以言語求助而肆意欺淩與殘害,動物亦渴望得到我們的保護,關注和尊重。” 愛協的“NO KILL POLICY(“不殺之都/仁愛之都”計畫)”究竟是什麼意思?

現在的愛協似乎是一個好的“構思”而實際上卻有些迷路,然而我們還是滿懷希望,但願在簡先生您的領導下,愛協對於自己所作的人類目標能夠忠實,倘若如此, 我們會全力支持。

官僚主義尚可容忍,但我絕不容忍無情無理地殘殺Athos,一隻倍受人疼愛的貓兒。

現在我要的是您解釋為什麼愛協殺死了Athos。

Dear Mr. Calpin

It is with deep regret that it is necessary to write this letter to you. I take it on good faith that you are a decent man and care for animal welfareor I would not bother to write you. Hopefully the bureaucratic shuffle will end with you. We want to understand and believe that SPCA’s purpose, as youso energetically express publicly, is the welfare of animals..

The case of immediate concerns is that of the loss for a beloved cat, Athos,who was killed by SPCA.

Athos was a well cared for healthy neutered cat, very much loved by many people.

Mistakes can be made even by professional animal handlers recognizing aneutered male but Athos also had his ear clipped. Athos was cared for by us. He wore a red safety collar with a bell and astainless steel name tag with his name Athos engraved on one side and ourcontact phone number on the other side. You staff acknowledged that he waswearing this collar. Yet, no one at SPCA bothered to call before he waskilled or after.

SPCA is fully aware of the“place of origin - from where and which colony Athos was originally trapped” per AFCD’s official record. We have a filerecord of the file number given by AFCD for the official transfer of Athosfrom AFCD to SPCA on 2006 January 16.

SPCA claims that the “place of origin - from where and which colony Athoswas originally trapped” is not under the SPCA’s CCCP. We are not sure whatthat has to do with the matter but it seems important to SPCA. On paper yourCCCP (Cat Colony Care Program) looks good but in practical application itseems esoteric to the point of losing focus of your noble objective to thepoint of destruction.

SPCA has told us that it is your policy to have animals in residency of fourdays before they are killed. How dose that reconcile with the “NO KILLPOLICY” that SPCA implemented August 2002?

In the past I have been very frustrated in trying to communicate with SPCA,at one time I phoned about a missing animal and was asked questions forabout ten minutes about size, color, sex where was it lost etc. etc. etc.and at the end I was told that “SPCA would not tell” me whether you hadthe animal or not. I would have to go to the Police before information couldbe given. Please, the Police are very busy and overworked with criminal andlife threatening matters. Don’t you think you could have just told mewhether the animal was there or not? It was not a police matter, I justwanted to know if you had any knowledge of the animal.

Your SPCA makes much of a “NO KILL POLICY” stated on your web site andmost recently in your press release of February 24, 2006 “Request to STOPEuthanising Healthy Homable Animals”. You further state on your web sitethat “Animals are living creatures which like humans, are able to feelpain, hunger and thirst. We should not inflict any suffering upon our fellowcreatures just because they can't speak.” What exactly dose SPCA’s “NOKILL POLICY” mean?

Right now SPCA appears to be a good idea that has lost its way a little. Weremain hopeful that it will be faithful to your stated human objectivesunder your leadership. That being the case you would have our full support.

The bureaucracy can be tolerated but I cannot tolerate the senseless killingof Athos, an animal that was so loved by many.

For now I want an explanation from you why SPCA killed Athos.
